Synopsis:
This is what you know:
500 years ago there was a great calamity, a great disruption, known today only as the Great Upheaval. No one know the details of the Great Upheaval except that a great deal was lost. The Great Upheaval left in it's wake a dark age that is being recovered from, even now.
You live in a town called Meridian, no one knows the place's original name. This town is the somewhat rebuilt section of the ruins and remnants of what was a much much larger city. It's like having a medieval settlement in the middle of the New York city from the movie "I am Legend" except New York city has had 500 years of decay and invasion from nature.
The town is governed by a council of 9, one from each of the most common races except there is 1 Deva on the council. They have had their hands full orchestrating the rebuilding, recovery and defence of the town. None of the members of the council are original founders of this town except maybe the Deva, there are rumors surrounding the Deva regarding their lifespan ranging from that they never die to they reincarnate to that the council member is the grandson of a founder etc.
Knowledge was lost to the point that, soon after the Great Upheaval, people had to reinvent the wheel. Things have progressed since then, but things were lost. "Magic" has been relegated to the realms of Myth and Legend. The gods don't empower mortals as the old stories say, so if you're power source is Divine you probably found a "true holy symbol", or if you have the Arcane power source you probably found an old tome or were imbued by inadvertent contact with a fragment of an artifact. Other power sources that produce "Magical" effect are as a result of an artifact fragment or through being touched by nature. In any case, you people with "Magic" are extremely rare. Depending on how educated the observer is, as well as what "Magic" their observing, and how that "Magic is being used will determine the kind of response you get from townspeople.
As a result of this loss literacy is uncommon. If you are trained in Arcane, Religion, History, Have the Ritual Caster class ability/feat, or have the Jack of all trades feat you have can read. Everyone else will have to give me a good reason as to how they know how to read, if said people want to know how to read.
Also, though shapeshifting races are known to exist, when they are in towns, and have extensive dealings with other races they tend to adopt a single form that they wear. As a result the act of shapeshifting is not a common occurrence and while not as rare as "Magic" it will be similar to the reaction you'd get for doing "Magic"
Alchemy exists; you can buy it from vendors in large towns. Since that alchemy is not influenced byt magic it's more like chemistry. Anything purchased after character creation will be on a case by case basis. Also, after character creation any alchemical item will be at twicw the cost listed in the book.
One more thing. Crafting items cost 80% of the listed price intead of the standard 100%.

Moving the rumors section to the top, so i don't have to keep scrolling through the synopsis every time I wanna navigate through it.
